Fluorescent light does not start unless it is shaken?

I have a circular fluorescent light fixture, mounted in my basement ceiling over my desk. When I switch it on, 80-90% of the time it flashes once and then does not turn on. I need to shake it a little (the mounting allows that) and then it starts when switched on and stays on. I looked for loose connections but there are none. What is the reason for this?
